Title:  Il farsi di una classe dirigente per il Mezzogiorno - Lo start-up dell'intervento straordinario [The making of a ruling class for Italy’s Mezzogiorno. The start-up of economic extraordinary intervention]
Abstract:  The paper represents the issue of a research aimed at reconstructing the formation and the action of the business élites in the Southern-Italy in the first half of the Twentieth century.
It emerged how a successful attempt and a virtuous  affirmation process of a modern and innovative leadership could be traced  in the period of reconstruction post-war.
Absolutely central, to this effect, the entrepreneurial action of men like Menichella (protagonist of the first operational management of the IRI, and leader of the establishment of SVIMEZ and CASMEZ), Cenzato (head of the SME, and protagonist of development of the electrical industry), Giordani (president of IRI, CNR, SVIMEZ, among the authors of the preparation of EURATOM draft). All this without neglecting the contribution of men like Beneduce, Morandi, Saraceno, mentioning only main.
The «design capacity», joint by political effort and expertise to guide the political economy toward preordained objectives: in what is essentially the value of this ruling class.
The examination of government policy for the industrialization of the South is another driver of research in the knowledge of an obvious disproportion between objectives and results achieved on the practical application and of a striking asymmetry between the resources invested and the effects on the social and economic development of southern regions.
Briefly, relying on an economic-historical approach - based on the literature analysis and on research of unpublished archive documents - we have tried to highlight how the ruling class of the reconstruction period had very little in its DNA-minded «old-welfarist» than had, instead, of esprit «entrepreneurial-privatized».
That is to say as, often, considering only the distortion in the rear of a complex experience that was as «extraordinary intervention», has come to devalue even its deepest principles.
